Advice for Readers:
Writers have a (maybe not so fragile) amount of pride. If you put them down too much, they will either snap at you, ignore you or become very depressed and lose their ideas. This is why you don't write flames. It's mean and uncalled for. Constructive criticism is good, but if you do say something, try and at least point out one aspect of the story you liked! It will comfort the author who has to change all these things.
Give writers a chance. If their summary seems a little dull but the idea caught your eye, read the first chapter. If it seems a little bit dull, skim through the next chapter. Stories often pick up after one or two chapters of formalities.
If you don't like a story, authors will prefer if you just leave, rather than saying 'I hate your story!'.
Whatever you do, keep the L33T speak to a minimum, if at all. It drives writers, who use very good grammar and spelling, absolutely insane. It drives me insane. Don't do it!
It is common courtesy to review if you are favoriting or putting something on alert. It's nice to mention what you liked so much!
Advice for Writers:
Readers are fickle creatures. If your story does not hold their interest, they will leave. Also, most readers don't have an attention span of more than five or ten minutes. Your chapter can be as long as you like, but don't have two characters talking about cheese for three pages. Also, keep A/N's to a minimum. Don't put them in your story, or make the reader scroll to the bottom just for a footnote!
Readers are also very stubborn, and like to disagree with you. Don't say 'Just read!' in your summary, because the reader will automatically think, 'What happens if I don't want to?', and you will have lost a reader. Similarly, don't say 'Read and Review!' or 'I suck at summaries, so just go to the story!'.
As long as you don't point it out, readers will appreciate your summary no matter how bad it is. Just make sure you have decent grammar. Also, don't use obvious cliffhangers and spoilers at the same time. When Kylie gets kidnapped, she is helpless and doesn't know what to do! Who is going to save her? Read and find out! Guess what? Readers now have an idea of what will happen, and can generally figure out who will save her. You've lost a reader, because why do they need to read the story if they already know the major plot point?
Get a beta. They have excellent advice on how to phrase things, they usually have a good grasp on the world you're writing for, and they are readers. It will help!
If you are writing an OC, make sure the name fits! Naruto is Japanese. Don't put 'Alyssa' or 'Katherine' in a world where everybody else's name is incredibly exotic. There are name generators out there, if you can't think of one. Popular names include Akiko, Ayame, Saki, Tori, Rima and Mika. There are others out there, as well as variation on those names.
When responding to reviews, be polite. If it's a flame, be frigid but polite :) or ignore them.
Finally... If you aren't proud of something, don't post it.
